After two months out of town, Kent Nelson returns to New York to find the old neighborhood ominously changed by Doctor Fate's presence. Dr. Fate has put a "spell" on the neighborhood. Everything is perfect in the Nelson's part of town. Whatever people need, Dr. Fate provides for them. Is this Utopia or is Dr. Fate trying to control everything? Is her helping people here, hurting people elsewhere?
